Regression:Flickering of button is seen while toggling |

Issue descriptionChrome Version: 58.0.3029.54 beta OS: Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome and navigate to the chrome://md-settings (2)click on advanced and toggle the button beside the (Send a "Do Not Track" request with your browsing traffic) (3)And observe the toggle button beside the (Use a web service to help resolve spelling errors). (4)Repeat the second step and observe the toggle button below to that(kindly refer video) Expected Result:While toggling the button flickering is seen Actual Result:Flicker should not be seen while toggling This is regression issue broken in M-58 Manual bisect info: ================== Good Build:58.0.3022.0 Bad Build:58.0.3023.0 Soon will update windows behaviour

Canary shows different behavior and Donot track dialog appears on toggling the button, on 59.0.3062.0. Somehow unable to reproduce the behavior on Mac OS 10.12.3 on 58.0.3029.54. Could see the similar behavior on Windows-10 using chrome version: 58.0.3029.54. Marking this as Untriaged for more inputs on this.
