Regression:Focus stays on the arrow icon of Reset in Md-settings

Issue description

Chrome Version:59.0.3063.0 dev
OS:Windows

What steps will reproduce the problem?
(1)Launch chrome,go to chrome://md-settings/ >> Advanced >>Reset
(2)Open reset overlay,close it and Observe the focus on arrow icon (kindly refer video)

Actual:Focus stay on the arrow icon
Expected:Focus shouldn't stay on the arrow icon.

This is a Regression issue broken in M-59
Good Build:59.0.3062.0 dev
Bad Build :59.0.3063.0 dev

Using the per-revision bisect providing the bisect results,
Good build:59.0.3062.0 (Revision:461587).
Bad build:59.0.3063.0 (Revision:461928).

You are probably looking for a change made after 461615 (known good), but no later than 461616 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3063.0
