desktopCapture does not include HTML <select> Dropdowns

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Go here: https://www.w3schools.com/html/tryit.asp?filename=tryhtml_elem_select 2. Try to record a desktop recording with Loom: https://www.useloom.com 3. Notice that it does not include the dropdown and has the cursor in a weird hover/ghost state. What is the expected behavior? That the dropdown is captured in the desktop recording and the cursor follows. What went wrong? Brave, can you look at this? The report says that it happens for desktop capture as well.

This should be a duplication of issue697780 . vinay@, please try Canary to see if the problem still exists.

Hmm it does appear this is a duplicate problem. Will keep an eye out in M59.
