Google Play Movies page scrolls when exiting fullscreen video

Issue description

Chromium	59.0.3057.0 (Developer Build) (64-bit)
Revision	a9303533d7a58837b36689fdb39cbe88e7d5bf95
OS	Linux

What steps will reproduce the problem?
(1) Set your chrome window to half screen width. I'm on a 2560x1600 monitor so width = 1280 for me.
(2) Go to https://play.google.com/store/movies/details/Fantastic_Four?id=OVS_z4Ru1YY&hl=en and play the trailer video on that page.
(3) Toggle fullscreen on and then off.

What is the expected result?
Page doesn't scroll and shows the same content as before going fullscreen.

What happens instead?
Page scrolls to the bottom.

Look at the video in  issue 562100  and you'll see that the page scrolls down after exiting fullscreen mode. I was able to reproduce this on my workstation. Ignore the problem about right hand side being chopped as that is not reproducible by me or the reporter.

I wasn't able to reproduce this if my browser window width is full screen width (2560p). In firefox I was able to reproduce some scrolling but not as much as Chrome - it only scrolls a few lines down after exiting fullscreen. I don't know if this is an issue with the page or with Chrome.

I can reproduce on Mac, but it doesn't seem to be specific to fullscreen. By opening the video without going fullscreen and changing the width of the window back and forth a bit, I can get the page to scroll down past the video. Not on evert resize, but once in 4 perhaps. It's probably deterministic, I just don't know what the rule is.

In order to determine if this is a bug in page's code, something with scrolling or something else entirely, I think we need a smaller test case, so adding the Needs-Reduction label. Tentatively picking Blink>Scroll for further triage.

Disabling javascript from DevTools prevents the scroll jump on window resize. The bug also occurs in Firefox. Putting a break point on the scroll stops in the page's script.

I'd file this against the google play team as it looks to be a page bug.
