[Languages] Convert inline UI to subpages |

Issue descriptionUsing subpages for Languages would allow us the flexibility for future improvements, as well as bring consistency with other sections. I understand the need for consistency, but not sure I understand the new design. If the idea is to replace the Language, Input, and Spell Check expandos with three subpages, SGTM. But the mocks also show per-language subpages -- we've already implemented it that way and had to change it to the current 3-dot menu UI. AAIU, the per-language detail subpages were eventually disfavored because they normally had 0 to 2 items; often it was just one disabled item. For example, the subpage for the current UI language would look something like: ## English (United States) Display Chromebook in this language [-O], disabled Translate webpages in this language [O-], disabled And a language that doesn't support translate or display would look like this: ## Aragonese [[empty]] (You can see the new mocks we had in August, and the changes I landed to remove the subpages, in https://bugs.chromium.org/p/chromium/issues/detail?id=630982#c3) To make sure we're on the same page and not looking at throw-away work, could you link to the UI review where the new mocks were finalized?
