Speech function on translate.google.com duplicating input multiple times when used through Chrome

Reported by cfaulk40...@gmail.com, Apr 4 2017

Issue description

Example URL:
https://translate.google.com/#iw/en

Steps to reproduce the problem:
1. Go to the URL shown and activate the speech function in the left box.
2. Read in some text in Hebrew (this works on other language translations also, not just Hebrew, it's the one I was using at the time I found this)
3. Watch the output in the right hand side, where you will see the repeated translation.

What is the expected behavior?
Read text in the source language, the text gets translated once, and only once, subsequently getting displayed on the right hand side of the page in the target language.

What went wrong?
Both the source and target languages are repeating the text being read in and translated, multiple times, resulting in an output which is either completely incomprehensible, or the same over and over again. Usually incomprehensible though.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? N/A

Did this work before? N/A

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87 Channel: stable
OS Version: 6.0
Flash Version: Shockwave Flash 17.0 r0

I was not able to test this on previous versions of Chrome on my phone (Vodafone VFD300) as this is the first time I have used Android since ICS.
