Make suite report handle individual suite jobs

Modify dump_suite_report to make it suitable to run on a single test as well as a full suite.

If being run on a single test, only generate a single HWTest entity and no Suite or HQE entities.

The resulting entities will be exported to datastore with a parent key of:
Build,BUILD_ID,Suite,SUITE_ID

- TKO parse knows the HWTest AFE job ID
- TKO parse will be able to supply the Build,BUILD_ID,Suite,SUITE_ID parent key
- TKO parse knows that it is a child job instead of a suite job
