Chrome Version: (copy from chrome://version)
OS: (e.g. Win7, OSX 10.9.5, etc...)

What steps will reproduce the problem?
(1) Go to https://www.eclipse.org/downloads/download.php?file=/technology/epp/downloads/release/neon/3/eclipse-java-neon-3-linux-gtk.tar.gz 
(2) Click download, back, download and accept duplicate download infobar 3 times
(3) Try again, site navigates to "thank you for downloading page", but no download starts (try this multiple times)
(4) Open downloads home
(5) Close downloads home
(6) View duplicate downloads infobar

What is the expected result?
The file will keep downloading after accepting the duplicate infobar.

What happens instead?
The duplicate infobar never files, so the download never starts.
