chrome://tracing fails to record if ETW trace is also in progress

Project Member Reported by gab@chromium.org, Apr 4 2017

Issue description

Chrome Version: 59.0.3054.0 canary
OS: Windows

What steps will reproduce the problem?
(0) Enable chrome://flags/#trace-export-events-to-etw
(1) Start ETW trace from UIForETW
(2) Start chrome://tracing
(3) Stop chrome://tracing

What is the expected result?
chrome://tracing completes

What happens instead?
Error with some ETW object when stopping trace.

That's odd - I can't repro. I also can't think why Chrome would care that ETW tracing was ongoing, although it does go down some different paths.

I even saved the ETW trace at the end (which encapsulated the entire time period covered by chrome://tracing) and verified that it received chrome tracing events. I also tried again making sure that UIforETW and chrome://tracing were both recording some of the same categories (benchmark, for instance).

So I'll need more details or else this is no-repro

I was using Chrome canary

I also can no longer repro with lastest UIForETW and latest Canary... I don't know... oh well!
Probably something else was causing tracing to fail.
