It looks like there is no spec for this API still. At a minimum, a document with the IDL for AppBannerPromptResult and BeforeInstallPromptEvent would be useful.

It's not obvious how to prioritize this. Is there any interest to implement from other vendors yet?

There are already pieces of this in the Web App Manifests working draft standard:

A pull request for the final pieces is out but stalled (blocked on me getting enough time to work on it).

I will try to have this landed "soon".
