Have SoM suggest Hotlist-CrOS-Sheriffing bug labels

When creating/linking a bug to SoM for chromeos, it should suggest a label of Hotlist-CrOS-Sheriffing.

Oh, this bug was totally something different.

This bug was to suggest people when they create a new bug (and link to it from SoM) that they tag it with that label to track which bugs the sheriffs have opened.

I think we do want a bug queue, but I'm not sure what list we want.  ketakid/akeshet?
