Don't see jumbled letters with Chrome 59.0.3062.0 (64-bit) on macOS 10.12.3.

Do you have some unusual set of fonts installed?

Able to reproduce the issue on Mac-10.12.3,Windows-7 and Linux Ubuntu-14.04 using 59.0.3053.3 (dev) and not able reproduce using chrome stable version 57.0.2987.133 and canary 59.0.3062.0.Hence provided reverse bisect.
Narrow Bisect::
===============
Bad::59.3054.0 --   (build revision 459950)
Good ::59.0.3056.0 --(build revision 460603)
After executing the per-revision bisect script , got the following CL's between good and bad build versions
