ios/clean should not depend on ios/chrome/browser/ui

We want to allow dependencies from ios/clean/chrome/browser/ui --> ios/shared/chrome/browser/ui, but not onto the old UI directory.  This cannot yet be enforced via DEPS because a number of files would fail checkdeps.

I'll update DEPS to disallow this dependency and add exceptions for individual files.  This bug will then track driving those exceptions to zero.
