vp9 high cpu usage on nvidia optimus using dGPU

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Go to Nvidia control panel>manage 3D settings>Program settings
2.Select "High performance NVIDIA processor" for Google chrome.
3. Go to the above url
4. Change quality to 1440p60

What is the expected behavior?
Video should play with minimal cpu usage around 30% like firefox.

What went wrong?
Video plays with very high CPU usage around 70-80%.i've attached 2 screenshot in chrome and firefox for the same video.

What i think is,chrome is defaulting to Software decode even though it says "VPx Video Decode: Hardware accelerated". because when i used --ignore-gpu-blacklist ,nothing changed in about:gpu.But playing this video reports the following three lines:

What does chrome://media-internals say about the player in this case?
It says VpxVideoDecoder.
Okay, that means we're not using the Gpu in this case. @jbauman, what's the expectation when a discrete vp9 capable decoder is present and the integrated gpu has a blacklist entry?

If you launch using --ignore-gpu-blacklist, does it change to GpuVideoDecoder?
no.as long as vp9 goes, it always stays at VpxVideoDecoder no matter which gpu/flag i use.i get GpuVideoDecoder when i force chrome to use H264 codec on youtube.
Ok, in M57 line 610 is   

 RETURN_AND_NOTIFY_ON_FAILURE(InitDecoder(config.profile),
                               "Failed to initialize decoder", PLATFORM_FAILURE,
                               false);

And 1528 is RETURN_ON_HR_FAILURE(hr, "Failed to pass DX11 manager to decoder", false);

So it seems like the MFT is refusing to use the D3D11 device. I would expect it to be using the NVIDIA device, because that's what about:gpu is reporting as active, but the video decoder creates a new D3D11 device and it's possible that's on the Intel GPU.
The mystery here is why do i get those errors only when i use ignore-gpu-blacklist ? the about:gpu shows no difference which means there is nothing to override.

This seems to be an error initializing MF like dalecurtis@ and
jbauman@ mention, but since we're not receiving many such
errors from the field, this might be a "just your machine" issue.

sumon.ahmed@ assuming this is still happening, could you compile

 mcasas@ i cant build locally as i don't hav these tools.but i can run any custom binary if you can compile it for me.Chrome still uses very high cpu on iGPU and dGPu both.
