[Remote suggestions] Prioritize wifi for soft fetches.

We should allow to set different intervals for soft fetches for wifi and
fallback connections. This will allow us to be more data-aware for EM users for M59.

Currently we prioritize soft fetches triggered by NTP_OPENED. This 
feature can be removed for the sake of simplicity (NTP_OPENED is the only trigger that we employ on M57 Stable).
