Regression: Unwanted Scroll-Bar is observed on changing font size to 'Very Large'.

Issue description

Chrome Version: 59.0.3062.0 (Official Build) fb5c907d801f5fb0d6542c14f29c5749ae78abc7-refs/heads/master@{#461587} (32/64 Bit)

OS:  Windows(7,8,10), Mac(10.11.6, 10.12.1, 10.12) and Linux(14.04 LTS).

Steps to reproduce:
1.Launch Chrome, go to chrome://md-settings/appearance, change font size to 'Very Large'.
2.Go to chrome://settings/content/cookies, click on ADD Button and observe.

Actual Result: Unwanted Scroll-Bar is observed.
Expected Result: Scroll Bar should not be seen.

This is regression issue broken in 'M 59' and will soon update the bisect info:

Note: Also observed for other Content Settings (Notification,Flash,Images etc..)

Using the per-revision bisect providing the bisect results,
Good build:59.0.3061.0 (Revision:461353).
Bad build:59.0.3062.0 (Revision:461587).

You are probably looking for a change made after 461582 (known good), but no later than 461583 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3062.0

Based on similar bugs being marked WontFix, I'm marking this one WontFix.

Though a possible alternative would be to automatically enlarge dialogs (within some threshold) when the contents enlarge. Though that would be broader than just touching up this dialog. At some size scroll bars will still appear.
