Issue descriptionChrome Version:59.0.3062.0 dev OS:Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome,go to chrome://md-settings/ (2)Enable the toggle button near Show Home button,reload the page and Observe the flickering of toggle button and radio button.(kindly refer video) Actual:Flickering of toggle button is seen while reloading the page. this is just a typical flicker bug because the page loads before it knows all the effective preference values. not much we can do here.
