Regression: Unnecessary padding for chrome://md-settings/reset is seen after scrolling action.

Issue descriptionChrome Version:59.0.3062.0 fb5c907d801f5fb0d6542c14f29c5749ae78abc7-refs/heads/master@{#461587} OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1) What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://md-settings/reset 2. Scroll up/down the page and observe. Actual: Unnecessary padding is seen below reset section. Expected: Blank space/padding should not be seen below reset section. This is regression issue, broken in ‘M 59’ and below is manual bisect info: Good build: 59.0.3056.0 Bad build: 59.0.3057.0
