Regression : 'Toggle Mirroring' option is seen missing in Camera App for Minnie and Jerry devices

Chrome Version: 59.0.3055.0/9429.0.0  dev-channel Minnie and Jerry
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Launch Camera App
(2)Now observe for 'Toggle Mirroring' option before 'Take a Picture' option(Please refer Video and Screenshot) 

Expected:'Toggle Mirroring' option should be seen in Camera App
Actual: Instead  'Toggle Mirroring' option is seen missing

This is Regression issue as same is working fine in 59.0.3041.0/9386.0.0 dev-channel Minnie device

Note:  'Toggle Mirroring' option is seen in 59.0.3055.0/9429.0.0  dev-channel Candy and Daisy Devices

Issue is seen in Latest M-59 ToT build(59.0.3068.1/9457.0.0 dev-channel Samus) in Samus device

When we can autodetect camera orientation, then we hide the mirroring button. And this feature has been added recently to WebRTC. So this is working as intended.
