Regression: Focus ring is seen for 'Add a new page' after clicking on Close/Add button of Site url overlay

Chrome Version: 59.0.3062.0 fb5c907d801f5fb0d6542c14f29c5749ae78abc7-refs/heads/master@{#461587}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

Steps:
1. Launch Chrome, navigate chrome://md-settings and click on 'Open a specific page or set of pages' under On start-up
2. Click on 'Add a new page', Add any site url and then click on Close/Add button and observe

Actual: Focus ring is seen for 'Add a new page' after clicking on Close/Add button of Site url overlay

Expected: Focus ring should not be seen for 'Add a new page' after clicking on Close/Add button of Site url overlay

This is regression issue, broken in ‘M 59’ and will soon update bisect info :

Using the per-revision bisect providing the bisect results,
Good build:59.0.3061.0 (Revision:461353).
Bad build:59.0.3062.0 (Revision:461587).

You are probably looking for a change made after 461507 (known good), but no later than 461508 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3062.0

Able to reproduce the issue on Windows-7 using chrome canary 59.0.3067.0.
