.config/chrome_infra/auth/creds.json is owned by root on master7

Of course everything is failing to write to it.

I was running a luci-go tool as sudo on this machine at exactly that time as chrome-infra, so it was almost certainly me.

The default SecretsDir() is set in infra/go/src/github.com/luci/luci-go/hardcoded/chromeinfra/chromeinfra.go, line 62

We might want to try and handle sudo situations with luci-go tools. Meanwhile, I will delete creds.json and let it regenerate
