Non-Regression: Flickering happens in dev tools while dragging the window to R.H.S

Chrome Version: 59.0.3061.0 dev
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings
(2)Press F12 and click on Performance tab and Press F5.
(3)Go to Summary section and Click on Event log tab and drag the window to R.H.S and observe

Expected Result:while dragging heading section should not flicker.

Actual Result:while dragging heading section flickers.

This is a non-regression issue seen from M-55(55.0.2883.44).

Able to reproduce this issue on Mac OS 10.12.4 using chrome latest dev #59.0.3061.0.
