Non-Regression:Unwanted flickering of md-settings page after restarting of chrome |

Issue descriptionChrome Version: 59.0.3061.0 OS: Ubuntu 14.04 What steps will reproduce the problem? (1)Launch chrome and navigate to the chrome://md-settings (2)open NTP and type chrome://restart in omnibox and press enter (3)After chrome relaunches then navigate to the md-settings page and observe.(refer video) Expected Result: Md-settings flicker should not be seen after restarting of chrome Actual Result:Md-settings flicker is seen after restarting of chrome. Issue is not seen in Windows OS This is non-Regression issue seen form M-53(53.0.2785.101)

Looks like we're doing some resizing only once the tab is focused. Not high priority.
