Issue descriptionChrome Version: 59.0.3061.0 dev OS: Ubuntu 14.04,Windows What steps will reproduce the problem? (1)Launch chrome and navigate to chrome://md-settings and click on advanced. (2)Press F12 and click on toggle device. (3)click on clear browsing data and then drag the window to L.H.S(Kindly refer the video) Expected Result: overlay should not get dropped down while dragging the window towards L.H.S Actual Result: overlay gets dropped down while dragging the window towards L.H.S This is a Regression issue broken in M-54. This does not appear to be a devtools issue, it's likely a layout or front-end issue. De-flagging devtools.

Just to Update, this issue is observed on Windows 10 with chrome canary #59.0.3069.0 can anyone from dev team, could look into it and provide the latest info.
