Gatekeeper "Build nnnn" link in email is invalid

Issue description

It points to "http://builders/infra-continuous-precise-64/builds/6525", which doesn't resolve.

Actually lots of the links are missing the host and master in the path.  The email begins:

I'm guessing those /waterfall and /builders links should have more URL before them.
