Chrome OS does not remember display brightness level

Issue description

Chrome Version: 57.0.2987.123 Stable, 58.0.3029.40 Beta
OS: Chrome

What steps will reproduce the problem?
(1) Set brightness level at desired level.
(2) Turn device OFF.
(3) Turn device back ON.

What is the expected result?
Ideally, brightness level should be set to the previous level configured by user.

What happens instead?
Brightness level is reset to the level that comes predefined. Not sure if this level is defined by manufacturer/driver, etc.

Additional details:
This may not be the case for all models, but so far it's been reproduced in Asus Chromebook C202SA, Toshiba Chromebook 2, Acer C720.

This may be the intended behavior, but from an end user perspective, this is kind of annoying to adjust the level every-time the device is turned ON.

This is intentional.

A given device may be powered on in many different lighting environments, and always booting with a "reasonable default" was decided to be better than the display being extremely dim or bright depending on the surrounding environment.
