[Braille] Issues when composing emails with braille |

Issue descriptionChrome Version: 59.0.3055.0 OS: Chrome When attempting to compose an email, running into a few issues: 1) Not clear how to create an @ sign in the To field. 2) Can't seem to tab between fields using the braille display 3) Can't seem to edit the draft properly using only the braille display

1. see crbug.com/707933 . With that bug fixed, a user that encounters either an email or url text field will automatically be switched to an 8-dot braille table of the user's choice. In U.S. english comptuer braille, the @ sign is written as dots 4-7. To input an @ sign, these keys need to be pressed together.

For example, if a user presses dot 4 in English computer braille, they will hear "@". - when a user types a chord that maps to a command or modifier, they will receive that as output.
