Physical Web should not re-subscribe for BLE scans every 6 seconds

On Chrome for iOS the Physical Web feature, when enabled, currently creates a new scan window every 6 seconds by re-subscribing for BLE events.  This is the likely candidate for  issue 707885 , and we should fix to just subscribe once and confirm that this resolves the issue.

This will lead to significantly lower effectiveness of BLE scans, but we can investigate alternative improvements after the current issue is resolved.

This bug is blocking the re-introduction of Physical Web on iOS.
