What steps will reproduce the problem?
1. Tried to force submit my CL because TH can't verify.
2. Click "Submit" button, choose "TreeHugger cannot test my change due to a bug in TreeHugger. Bug number:" with "b/36806888".
3. Click "Bypass presubmit checks and submit".

What is the expected output?
CL submitted.

What do you see instead?
It goes back to the main page without submitting my CL.

Please provide any additional information below.
Have seen the same issue with different CLs. Changing back to old UI successfully submits the CL.
