fast/scroll-behavior/wheel-and-touch-scroll-use-count.html super flaky

The new fast/scroll-behavior/wheel-and-touch-scroll-use-count.html test is super flaky and times out frequently. Currently the top flaky test for all of layout with 1238 failures over the last 7152 runs.

I'm going to disable the test for now. Please update the test or revert the change that added it. Thank you.

Re-written wheel-and-touch-scroll-use-count.html flaky test.

The test uses promises to reduce flakiness.
