Should not show culprit for flaky tests from the result in a failure group

What is the bug or feature:
In the above case, BluetoothInternalsTest.Startup_BluetoothInternals was flaky, but we still show a suspect for it (maybe from the failure group). This caused a false revert attempt see https://bugs.chromium.org/p/chromium/issues/detail?id=707725

After marked as duplicate, the scenario here is lost in the other bug.

Although the symptoms are different, both bugs should have the same root cause.
