Decimal with leading zero is not allowed

Issue description

UserAgent: Mozilla/5.0 (Linux; Android 5.1; Lenovo P1ma40 Build/LMY47D) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2704.81 Mobile Safari/537.36

Steps to reproduce the problem:
1. Write simple JavaScript function with strict mode ('use strict').
2. Check leading zero value in the if condition.
3. The error will be reproduced.

What is the expected behavior?
The chrome 56.0.2924 version allows leading zero in strict mode.

What went wrong?
The UI went wrong because of leading zero error.
