Regression : Focus is still seen in 'Password' Text box even on clicking Uber Tray in Sign-Out screen

Issue description

Chrome Version: 59.0.3055.0/9426.0.0 dev-channel Kip,Blaze and Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Sign out ->Now Observe Focus i.e. cursor is in 'Password' Text box of User
(2)Now click on Uber Tray and observe cursor is still seen in 'Password' Text box (Please refer Video)

Expected: On clicking Uber Tray Focus should be disabled.
Actual: Instead Focus is still seen in 'Password' Text box 

This is Regression Issue as same is working fine for M-51

Moving to P2.

@tdanderson it looks like we aren't moving focus to the system menu until the user tabs. This means I can still type if I have the system menu open, which seems odd. Any thoughts who could take this on?

This seems to reproduce for all text fields (the omnibox, for instance) not just the text field in the login screen user pod. 

Marking this as WAI doesn't seem out of the question. If you click on a button in the browser UI or click on something in a webpage while the system menu is open, those clicks are delivered to the intended targets. Since an open system menu doesn't steal mouse events in this way, it seems reasonable to me that it wouldn't also steal keyboard focus.

oshima@ or jonross@, could this be a side effect of making the system menu non-blocking?

Yes, this is WAI. You can type password. Hitting tab will move the focus to uber tray, which removes caret on the pod.
