Page refresh doesn't inititalize ChromeDevTools Application tab correctly, when devtools are already open

OS Version: OS X 10.12.3

What steps will reproduce the problem?
1. go to github.com
2. open inspector
3. go to application tab
4. check that Local Storage contains https://github.com item
5. refresh page
6. check that Local Storage contains https://github.com item again

What is the expected result?
github.com should still be located in under Local Storage.

What happens instead of that?
the Local Storage (and Session Storage) items are empty.
Closing and opening the devtools fixes this.

I've attached a clip demonstrating this.

Able to reproduce this issue on windows 7, Mac 10.12.4 & Linux Ubuntu 14.04 with Chrome stable version- 57.0.2987.133 and Canary-59.0.3063.0.
Manual Bisect:

Toggling the theme (dark -> light or light -> dark) seems to make it work fine for that one session.
