Content script not injected in some iframes

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.111 Safari/537.36 Vivaldi/1.8.770.50

Steps to reproduce the problem:
1. Enable extension with content script injected in "<all_urls>" with "all_frames" and "match_about_blank" enabled.
2. Go to http://jp.reuters.com and wait till page fully loaded
3. Open dev tools and see content script not being injected into some frames.

What is the expected behavior?
All frames receive injected copy of content script.

What went wrong?
I tried track this issue on the example of iframe with id="google_ads_iframe_/4735792/jp.reuters/home_2". Script is injected on first appearance of iframe but then DOM is modified several times ending without injected script.
I tried track place of DOM modifications of this iframe to create reduced test case, but DOM breakpoints refuse to work on this and several parent nodes.

Tested in chrome # 57.0.2987.111 Stable #57.0.2987.133 and Dev #59.0.3053.3 on Ubuntu 14.04.Please find the screen shots for your reference.

@Reporter: Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once in latest Stable #57.0.2987.133/Dev #59.0.3053.3 and let us know the observations of the issue which would help us to triage the issue further.

And I tried google-chrome-unstable 59.0.3053.3 under Ubuntu 16.04 - problem still here, though it's harder to see now in frame list (note, that every subframe has injected script, but *home_2 itself hasn't)
