Regression:Orange focus is seen chopped for iron icon of md-settings page.

Chrome Version:59.0.3061.0 dev
OS:Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome, go to chrome://md-settings/passwords
(2)Press Tab  and Observe the focus(kindly refer video)

Actual: Orange focus is seen chopped for iron icon of md-settings page.
Expected:No such chopped focus should be seen.

This is a Regression issue broken in M-59

Good Build:59.0.3060.0 dev
Bad Build :59.0.3061.0 dev

Using the per-revision bisect providing the bisect results,
Good build:59.0.3060.0 (Revision:461328).
Bad build:59.0.3061.0 (Revision:461353).

You are probably looking for a change made after 461347 (known good), but no later than 461348 (first known bad).
