Regression: Weird blue traces appears on side nav options on chrome://inspect/#devices page.

Chrome Version: 59.0.3061.0 (Official Build)9e03960f75b3019372157db5c4fe5264dfc36616-refs/heads/master@{#461353} 32/64-bit.
OS: Windows(7,8,10)

What steps will reproduce the problem?
1. Launch chrome and go to chrome://inspect/#devices page.
2. Multiple times press 'Tab' key such that focus traverse from 'Devices, Pages, Extensions, Apps and Shared workers' options and observe.

On pressing the 'Tab' key, Weird blue traces appears on side nav options.
On pressing the 'Tab' key, No such traces should appear on side nav options.

This is a regression issue, broken in M-59 series, will soon update other info.

Below is manual regression range.

Good build: 59.0.3060.0
Bad build: 59.0.3061.0

Note: This issue is also reproducible on Mac OS, will soon update the behavior of Linux OS.

Using the per-revision bisect providing the bisect results,
Good build:59.0.3060.0 (Revision:461328).
Bad build:59.0.3061.0 (Revision:461353).

You are probably looking for a change made after 461347 (known good), but no later than 461348 (first known bad).
