Regression: Focus ring is not seen for 'End task' button of task manager even if selection is on process

Issue description

Chrome Version: 59.0.3060.0 (Official Build) 01b9eb705b9a43196ad06435d7a37a3fb36529d7-refs/heads/master@{#461328}-32/64 bit
OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

Steps:
1. Launch Chrome and navigate to https://www.google.com/intl/en/chrome/browser/welcome.html
2. Press Shift+Esc keys to open task manager and observe

Actual: Focus ring is not seen for 'End task' button even if selection is on process

Expected: Focus ring should be seen for 'End task' button if selection is on process 

This is regression issue, broken in ‘M 59’ and will soon update other info :

Good build:59.0.3056.0
Bad build: 59.0.3057.0

Note: Above issue is not seen for Mac OS

Good build:59.0.3056.0 (Revision:460603).
Bad build:59.0.3057.0 (Revision:460966).

You are probably looking for a change made after 460610 (known good), but no later than 460611 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & not in Mac 10.12.3 and Able to reproduce in latest Canary #59.0.3060.0

Thanks for filing. It's because the task manager isn't focused until you press tab these days. Hence, working as intended.
