Replace ASSERT, ASSERT_NOT_REACHED, and RELEASE_ASSERT in platform/text

Replace ASSERT, RELEASE_ASSERT, and ASSERT_NOT_REACHED
with DCHECK_op, CHECK_op, and NOTREACHED respectively in
third_party/WebKit/Source/platform/text.
