Test all web-exposed features using automated web-platform-tests |

Issue descriptionThis is an umbrella bug to track usage of web-platform-tests for all new features shipped in Blink. As per https://groups.google.com/a/chromium.org/d/msg/blink-dev/leQDM4nhGHA/Gy5LHezwCAAJ, Blink API owners will ask for web-platform-tests in an Intent to Ship. We expect that many features are currently hard or impossible to automate, and will track those under this bug.
