scrollbar of DeveloperTools is not "infinitely wide"

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.110 Safari/537.36

Steps to reproduce the problem:
1. maximize chrome's window
2. open the developer tools -> Network tab
3. move the mouse cursor all the way to the right and onto the network tab's scroll bar
4. click and drag to move the scroll bar

What is the expected behavior?
the scrollbar should move. The scroll bar is the right-most element on the user interface, hence it should occupy up to the very last pixel on the right edge of the screen, in order to be "infinitely thick". This is a basic principle of UI design. 

Also, you can CLEARLY see the tip of the mouse cursor IS just inside the scrollbar, yet it behaves as if you were outside of it to its right, which is fucking impossible because it touches the right edge of the screen.

What went wrong?
the scrollbar doesn't move. After you moved horizontally all the way to the right (and vertically into the area of the scrollbar), you have to carefully move a few pixels to the left in order to be "enough" inside the scrollbar.

Sorry, I didn't know that thing was called a "scrollbar" too.

I'm talking about this one (see screenshot)

Unable to reproduce the issue on Ubuntu 14.04(Unity) using latest stable 57.0.2987.133.Could you please upgrade to latest stable and review the attached screen cast. Please let us know if any steps are missed.

Please let us know the OS details and if possible a screen cast describing the issue.

Hi teo8976, can you please test this on Canary? There were recently many changes made to the way network panel scrolls and it's very likely this could happen, however, I need to be able to reproduce it in order to fix it, but I cannot reproduce it on using Linux (with Cinnamon windows manager). There's a good chance the issue may have to do with the specific windows manager of the OS.

Also, zoom amount and your device-independent-pixel ratio may be a factor too (some high resolution monitors).

Optimally can you provide:
* Your OS
  * If Linux your windows manager
* Chrome version
* Zoom rate (You can make sure you are not zoomed by pressing CTRL+0 in devtools)
* Your DIP (You can find this by typing: window.devicePixelRatio into console in devtools.

@6, @7, by looking at your screencast, it can be clearly seen that you are clicking in the middle (horizintally) of the scroll bar. Of course that works.

To see the issue you need to move ALL THE WAY TO THE RIGHT, to the very last column of pixels of the screen. That's all this issue is about.

@8 can you confirm that you tested the issue properly, or did you test it the same as in comments @6 and @7 which is not a valid test?

teo8976@, I tested this as you described. I understand what you are saying the problem is, but I cannot reproduce this on my computer. After I was unable to reproduce this case, I asked one of my team members that is extremely sensitive to UI glitches to make sure I covered all the standard cases.

Assumptions:
* Window in question is fully expanded to right most monitor (whichever monitor halts mouse from moving further to the right).
* Using Chrome Stable or Canary

We tried:
* Docking devtools to bottom
* Docking devtools to right
* Undocking devtools (and expanding to fit entire screen)
* Zooming devtools (in and out)
* Changing screen resolution

There's a large chance I regressed this issue in an update months ago when the waterfall was updated to be drawn in a canvas instead of using DOM elements. I want to fix this to make sure others do not experience these kinds of issues (and push it out to beta asap), but I need to be able to reproduce it. If you give us the info I requested I can find a device with the specified criteria and find out why it is happening.

Lastly:
Please don't belittle people here. Trying to reproduce issues is very difficult. We understand that when things do not work properly it's frustrating, but trolling, being sarcastic and belittling is not the way to get issues addressed and only makes things worse.
