PDF files with Latin characters are broken

Steps to reproduce the problem:
1. Open https://www.unodc.org/doc/wdr2016/WORLD_DRUG_REPORT_2016_web.pdf
2. try to read the text

What is the expected behavior?
Normal text should be rendered

What went wrong?
Gibberish instead of normal text, see screenshot.

Able to reproduce this issue on Windows 10 with chrome dev #59.0.3053.3 
but not able to repro in present Stable #57.0.2987.133 , Beta #58.0.3029.41 ,Canary #59.0.3060.0
Issue fixed in M59

Bisect Info:

Bad build  : 59.0.3054.0 ,  Revision Range - 459950

After executing the per-revision bisect script in "reverse", i got the following CL's between good and bad build versions

This is broken in that dev instance. Should be fixed in the next as the experiment was turned off.
