Red border flash when interacting with UI

Steps to reproduce the problem:
1.Open Chromium
2.Press on tab view or settings menu.

What is the expected behavior?
no red border flashing

What went wrong?
Whenever i interact with the chromium UI the borders around the screen flash red very quickly.

Did this work before? No 

Chrome version: 59.0.3061.0 (Developer Build) unknown (32-bit)  Channel: n/a
OS Version: 5.1.1
Flash Version: 

On a Samsung Galaxy J1 on 5.1.1

Tested the issue on Latest Chrome Stable# 61.0.3163.98 / 62.0.3202.73 using Samsung J710 / Android 6.0.1 and could not reproduce the issue.

@garydahms630 -- Could you please upgrade your Chrome / Chromium to latest stable and update the latest behavior.
