Breakpoints are disappearing on localhost sites that are using source maps

Reported by rhamb...@galileosuite.com, Apr 2 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. Open the dev tools source tab
2. Attempt to set a breakpoint on a the sourcemapped version of a file
3. Refresh the page and breakpoint will be there

What is the expected behavior?
I expect the breakpoint to persist

What went wrong?
The breakpoint highlight flashed then disappears. Does the same in the Breakpoints list section.

Did this work before? Yes 56-0-2924-76

Chrome version: 57.0.2987.133 Channel: stable
OS Version: OS X 10.12.3
Flash Version:

The issue has been reported in previous versions of chrome https://bugs.chromium.org/p/chromium/issues/detail?id=278361#

I checked in canary and it doesn't work there either but does work in Chrome 56 when I go back to that version

When I tested in Canary I was not logged into an profile nor had any extensions. I am specifically running into the issue on Javascript files running from localhost. My scenario is when I have a combined and minified JS file that has source maps and I attempt to put a breakpoint in the file the Chrome shows as the original file the source map refers to.
