When pressing a plugin icon, the buttons in the opening panel are not aligned with the position you have to press

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. Get two monitors (1920x1080 on the left and 2560x1440 on the right)
2. Set the right (bigger resolution) to the main monitor
3. Set scaling for the left monitor to 100% and for the right to 125%
3. Open chrome (on the right monitor)
4. Download a plugin that has the option to open a panel by pressing an icon on the top left-hand side of chrome (e.g. AdBlock Plus, Wunderlist, SafeScript(especially bad))
5. Maximise chrome window on the right and press a plugin icon
6. Hover over the intractable buttons to see how they change (no need to press a button) (this is the expected behaviour)
7. Move the chrome window to the left screen (smaller resolution) and maximise the window and press a plugin icon
8. Now I have to press next to the buttons to trigger them, you can see this by repeating step 6

- Evernote Clipper apparently does work since the do something on the website and not in chrome
- I still don't think it's an issue the plugin makers have to fix since I found multiple plugins that suffered this issue
