All HTTPS sites return NET::ERR_CERT_WEAK_SIGNATURE_ALGORITHM on Windows.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Example URL:
any HTTPS website

Steps to reproduce the problem:
1. Go to an HTTPS website 

What is the expected behavior?
It loads

What went wrong?
NET::ERR_CERT_WEAK_SIGNATURE_ALGORITHM
All HTTPS websites fail to load. They say "Privacy Error" websites that are HTTPS disabled still work. I am a tech who has tried everything. This has to be a Chrome bug. Chrome works fine on my own computer. Internet Explorer on the computer with this program works fine. Google, facebook, microsoft.com, etc. will not load.

Things that I have tried:
I tried using ADWCleaner on the computer, clearing cache and related stuffs, re-installing chrome. Time and date is correct. Incognito doesn't work. Clearing SSL certificates in internet options. Internet Options settings are fine. Lan settings fine. Nothing weird in plugins/extensions... chrome://Plugins page no longer works in latest version (Chrome developers are smoking too much weed nowadays. Fucktards. Sec certificate can no longer be viewed quickly, and remove of backspace button. Braindead fools, can't fix stupid with a software update. Entire chrome dev team should be fired.)

I could not reproduce it. Can you check the same version of Chrome on another computer and see it happens there as well?

This is likely related to the disabling of SHA-1, which has been in process since 2014 ( https://security.googleblog.com/2014/09/gradually-sunsetting-sha-1.html ) and recently concluded ( https://security.googleblog.com/2016/11/sha-1-certificates-in-chrome.html ). This is in addition to all other browsers also working to disable SHA-1 (Mozilla has completed it, Microsoft and Apple will do so soon).

If you're seeing it for all sites, you likely are using either a corporate or antivirus man-in-the-middle product, or you have one or more pieces of malware installed.

If this is a corporate environment, please see the above articles.
If this is a home environment, and you use antivirus, please ensure the antivirus is not doing "SSL inspection" or "HTTPS inspection"
If you do not have antivirus or antimalware installed, please consider installing and running the Microsoft Security Essentials ( https://support.microsoft.com/en-us/help/14210/security-essentials-download ), since you mentioned Windows 7.
Finally, please ensure Windows automatic updates are enabled and/or you have installed all relevant Windows security patches.

If that fails to resolve the issue, please include a chrome net-internals log as per https://dev.chromium.org/for-testers/providing-network-details
