Theme is not stretched to fit tab-strip

Issue description

Chrome Version: 59.0.3054.0 dev
OS: ChromeOS Minnie

What steps will reproduce the problem?
(1) Install a theme.
(2) Open a window.
(3) Maximize the window.

What is the expected result?

Expect that the theme is displayed behind the whole of the tab strip.

What happens instead?

Theme is not stretch to fit the tab-strip; the right-hand end of the tab strip is transparent behind the minimize/maximize/close buttons.
