"Always on top" functionality of Panel flag is missing

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 Steps to reproduce the problem: 1. Install Plus for Trello addon 2. Install Floating for YouTube addon 3. Install PIP Video addon 4. Install Picture in Picture Viewer 5. Install even your own Google Hangouts app which needs it... What is the expected behavior? Tab (or Panel) should stayed pinned on top of others windows (idealy), but basically I would be satisfied even with basic "on top of other tabs" in Chrome. What went wrong? Removed support for flag chrome://flags/#enable-panel. WebStore page: https://chrome.google.com/webstore/detail/pip-video/anoelogknphkblfagnpdmpfpaddikbae Did this work before? Yes M54 Chrome version: 57.0.2987.133 Channel: stable OS Version: 10.0 Flash Version: Another reason, why everything and everyone is on the move to smartphones - even major Browsers do not support basic (or new) function here (on desktops) anymore... Too obsolete even for developers to have them (properly) updated. I would welcome ANY advice or workaround for having my YouTube window on top. I am on Win 10, willing to use ANY browser (Already have Chrome, Firefox, Opera, Edge and IE ofc)!

Try a fork of chromium like CentBrowser which has a built-in video pop-out feature among other nifty tidbits.
