MD Settings: Regression, overscroll area not shrinking |

Issue descriptionRepro steps: - Navigate to chrome://md-settigs/reset - start scrolling upwards Expected: Overscroll area should shrink (as revealed by the scrollbar getting bigger). Actual: Overscroll area does not shrink (scrollbar stays at the same size.
