MD Settings: Regression, overscroll area not shrinking

Repro steps:
 - Navigate to chrome://md-settigs/reset
 - start scrolling upwards

Expected: Overscroll area should shrink (as revealed by the scrollbar getting bigger).

Actual: Overscroll area does not shrink (scrollbar stays at the same size.

Bisection showed

MD Settings: Fix regression causing overscroll to not shrink.

The container div that replaced paper-header-panel needs position: relative,
such that settings-main#offsetParent correctly points to that container.
