Offline, we decided that Yining is going to figure out out whether it is an infrastructure/device problem or a real regression in Chrome.

I rerun the test and verified on the prior build 59.9.3055.0, this issue NOT repro. Power usage on 59.0.3055.0 is normal. I will watch it on Monday again but almost certain it is a product bug.
